Masane and her daughter Rihoko arrive in Tokyo to start a new life.  The NSWF's Child Welfare Division shows up and wants to take her daughter away from her.  She reluctantly agrees and then changes her mind.  She steels a cop car and gives chase but winds out crashing and is arrested.
