The Chief tricks Natsumi, Miyuki, Yoriko and Aoi into going to the beach for traffic duty.  They think it'll be an easy job but instead it is hot and miserable and the drivers jeer and play tricks on them.  After performing some impressive feats on the beach, however, the people change their attitudes toward the girls.  Their change in uniform also causes a slight buildup in traffic coming their way.
