A black cop car and two motorcycles have been running people off the road in Bokuto precinct.  Now, in order to save face for all cops in Tokyo, they must nab the criminals.  Things go from bad to worse as the citizens begin to look to the cops as harassers.  The Inspector Arikuza comes and orders all officers to cease patrols.  When Aoi and Yoriko see the cop car and call it in, Ken takes of in pursuit on his own motorcycle but winds up getting injured and taken to the hospital.
