Miyuki and Natsumi have been given the job of robbing a bank.  The inspector has told them that anything goes.  The exercise is to help improve the police's ability to stop crimes of this nature.  After the pair make it out and to safety, the inspector is not real happy with the way the police handles things but commends Miyuki and Natsumi on a job well done.
