A man named Victor is seen stealing PIO crystals and Roy is sent out to apprehend him.  Roy gets some interesting news before he heads out and he, Solty and Yuto go to see is his daughter, who has been missing since the Blast Fall, has turned up.  She turns out not to be his daughter but instead Victor's daughter.  She's maimed from the Blast Fall and Victor is stealing to get the money to pay for Resemble parts for her.  Victor escapes to do one more job but things are going wrong for him when Roy and Solty show up.
