Lauro and Elsa, a reclusive member of Section 2, take out some people close to a local Police Chief and take photos in order to strong arm him away from the people's he's associating with.  Later, when this doesn't work, Lauro and Elsa team up with Jose and Henrietta to assassinate him.  Henrietta goes to talk with Elsa in her room but she is too standoffish.  She tells Henrietta that the only thing that matters to her is her handler.  Henrietta tells her that she also cares about others as well.  Meanwhile, Jose and Lauro talk over drinks.  Lauro tells him he can't understand how he can treat his cyborg like she was another person, he treats Elsa like a thing.  They agree to disagree, however, and the time comes for the hit.  When Elsa sees Jose treating Henrietta more like a daughter, she becomes distracted and ends up being replaced by Jose by her handler.  As they leave Lauro tells her she's useless.
