A storm is heading to ward Tokyo and a mysterious driver hits the streets.  He evidently does this every year during storms but he's suddenly gotten more dangerous.  Miyuki and Natsumi must deal with the fallout from the driver and attempt to get a sick cat to a vet while Ken Nakajima takes over pursuit.  Come to find out the cat is pregnant.
