Kino and Hermes show up randomly in a country where the founding fathers are thought of as mages.  Everyone is judged based on what they can contribute to the crop yield.  They meet a girl who has spend her time and money trying to build a flying machine but the town folk want nothing to do with it since it doesn't do anything for the crops.
