RAPT has unleashed a new type of enforcement tool on the highways of Tokyo.  When it attacks the van that Takane is in she takes her complaint to the police.  They do nothing, but Sei and the gang start to investigate.  When their truck is targeted by not one but three RAPT units, Jo has her hands full taking them out.
