After the mass suicide of the Individual Eleven, Section 9 discovers that the man who escaped named Kuze (also the man who attempted to assassinate the PM) has a prosthetic face that only a skilled sculptor could have created.  There are only two people that could so it and so they head out to contact them.  One of the men is killed before they can get there and the cameras show that Pazu did it.  With other eye witnesses to murders by Pazu, he requests to investigate them on his own.  Batou follows to observe as Pazu finds an ex-lover who is responsible wearing a prosthetic body that looks like his.
