Five years has passed since "Dreamer."  Chief Takahashi has gone missing and its up to Branch to find him or declare him dead.  The investigation leads to the Normal Police chief who was a friend of Takahashi's.  Buzz discovers that he and Takahashi were both involved with Sorime, a possible candidate for Prime Minister and has a reputation for hating Boomers.  He also has been showing some signs of drug usage and mental instability lately.  Genom City goes up in flames moments later and it is revealed that Buzz's college paper on how to use the emergency system to rig explosives was used to do it.  Now, with people in Branch dying all around, it's up to Buzz to prove his innocence.
