A new queen is chosen in Juraihelm and Tsunami gets the job.  Romia doesn't like this since she thinks she should get the job.  The balance on Earth is out of whack so it's up to Tsunami to choose someone to be her champion and restore the balance.  She must do this in order to make her appointment as queen final.  She chooses Sasami to be her champion and sends Ryo-ohki to help her learn about her powers.  Sasami doesn't like the magical girl outfit and thinks that she'll be ridiculed if people find out.
