Jack and Gwen go to see an elderly woman named Estelle who lectures on fairies and believes that they are real.  Jack evidently does too but doesn't think that they are as benign Estelle does.  When localized weather patterns get strange and people start dying with rose petals in their mouth, its time for Torchwood to investigate.
