Carl Kolchak is now working for the INS (Independent News Service) in Chicago.  He investigates Jack the Ripper style murders.  He finds a near invulnerable man who can leap off a four story building and take bullets from the cops without slowing down.  Kolchak believes that this is the same Jack the Ripper from legend who kills every few years.  After an electric fence seems to slow down the man, Kolchak forms a plan to stop him once and for all.
