When Tom's brother shows up half crazy Tom investigates even though Department 7 asks him to stop.  He comes upon a military project that uses sound to help immobilize the enemy.  What he finds is that Drexil has used hypnosis to cause the man running the sound machine to crank up the volume.  This has killed two and wounded several others.  Tom tries to get the point across to Department 7 that Drexil is dangerous if he can control men like this.
